I'm trying to run a solo 4e game for my boyfriend to show him all the cool parts of Planescape, and I'm having some trouble thinking up ideas for faction quests.

He's playing an avenger who has come to Sigil from Hestavar, the plane of the gods of sun, knowledge, and civilization. He came there to join the Mercykillers in a well-meaning attempt to help stop the evil-doers of the planes.

I'm running this pre-Faction War, but he's aware of the split of the Mercykillers, and made his character with the understanding that he'd eventually be a part of the Sons of Mercy. He wants his character to become a Justiciar too.

So far I have him running small missions with a few other recent namers until he can be sponsored by a higher faction member. I plan on having him become a Justiciar around level 5, but I can't think of that many interesting Mercykiller missions for him to do at low levels. I've read through a few of the old Planescape modules, and while they were very helpful with non-faction quests, most of the adventures don't seem like something I could convert into faction based quests. My boyfriend has made the Mercykillers such an important part of his character so I don't feel comfortable brushing over them for too long, but I really don't know what they do outside of maintaining the Prison and bounty-hunting.

Sooo... Anybody have some ideas?

I was just thinking of an adventure yesterday, it might be suitable for this purpose.

Premise: A new Avenue has sprung up in the Clerk's Ward in Sigil, seemingly from nowhere. While certainly unusual, it is not unprecedented, and Guvner records indicate that there are a specific set of rules for handling the division of such land. First, those individuals who may claim some grievence as a result of the newly created land can file a complaint and may attempt to lay claim to compensation in the form of gold credits which can be used only at the auction. Second, a public auction is held for the sale of the newly created land. This new land being quite valuable, many major players have come forth to express interest. Of course, not all of them intend to play fair. Sabotage, bribery, forgery and even murder are all means to an end in the City of Doors and this is just one more reason to use them.

The Hook: The PC is hired as a Mercykiller observer by the Guvners to make sure everyone is playing by the rules (although naturally the PCs are encouraged to look the other way when it's the Guvners bending them). When something suspicious comes up, the PC will be hired to investigate, and if the situation warrants, punish the perpetrators. The auction is just 2 weeks away, so the PCs will have their hands full.

The Dark of it: In reality, this "new" street is actually a very powerful spell put into effect by a rather barmy wizard enacting a rather elaborate revenge scheme. The wizard, apparently harboring a death wish, has somehow opened a doorway into one of the Lady's Mazes, prompting part of the pockety dimension to materialize on Sigil. Naturally, this can't last long, nor is it intended to. The wizard is hoping for the whole place to collapse in on itself, but not before several of the big wigs of Sigil are trapped in side (the very same bigwigs that got him trapped in Carcerii for 15 years). Anyone left in the dimensional rift when it closes could be trapped in side one of the Lady's Mazes, possibly even torn apart in the process. As the PC investigates the various players in the auction, clues will slowly be revealed suggesting that the new street in Sigil is not what it seems. Through interviews and other clues, the PC should be able to find that the wizard is what ties them all together.

-Anyway, that is just something I came up with randomly yesterday, so it isn't fully fleshed out, and definitely lacks in the detail department. I just thought it might be a neat idea.

Hence the barmy part :) Couldn't very well have any reasonable cutter opening rifts into the Lady's mazes unless they were well away from Sigil. Personally I was thinking of expanding the idea into a multi-adventure thread delving into the politics of Sigil's factions and power players. Ultimately, for something like that to happen and for it to make much sense, I would just operate under the thinking that the Lady either facilitated events, or is simply indifferent since it presents no serious threat. Of course, she would want the person who did it to be well and dead, as well as anyone else that might now how to repeat the feat, but that could be an adventure too (if someone outside Sigil new about it, the Lady might well dispatch some Dabus to hire a few bountyhunters after all).

On another note, one has to consider what happens once that rift is gone. After all, I don;t think people would take to kindly to having all that property they just fought tooth and nail for up and vanish.

That sounds like a really cool idea. I can see my boyfriend's sense of justice getting the better of him, and him pursuing this nagging feeling that something is wrong. Thank you for the help. :)

How about beginning to play up some of the tenets more specific to the Sons of Mercy? For example, send the character to help settle an economic spat-turned-nasty in a village on the Outlands (a la Yojimbo or Fistful of Dollars). The general leadership in the Mercykillers is mainly interested in determining who's responsible for various instances of sabotage and the like and applying an appropriate punishment, but this particular assignment is coming to the character from an ally of Arwyl Swan-Song. The superior encourages the avenger to determine a appropriate reparations for various infractions and losses instead of just wiping out half the town for complicity in the previous events (of course, he'll still have to personally combat some of the less reasonable members of each group involved in the disputes).

Of course, when the character returns to HQ, his superior and Arwyl might be happy, but he may take a bit of explaining to convince more hardline members that a mixture of reparations and punishment was a better choice than punishment across the board (and, suspicious of his dedication to the cause, they send him on another quest to prove his worth, this time with fairly explicit instructions...)
